|Riley Area Development Corporation (RADC) and Indianapolis Downtown, Inc. (IDI) worked with Development Concepts Inc. (DCI) to create the Mass Ave Commercial Development Plan which was completed in 2001. The plan built on the vision articulated in the Northeast Quadrant Sketchpad, which was completed in 2000. The Mass Ave Commercial Development Plan further defines the neighborhood vision for a successful Mass Ave commercial corridor and sets forth a 13-point work program.
The vision for Mass Ave is to enhance the old main street environment of the Arts District with a commercial corridor featuring continuous fully merchandised storefronts, pedestrian friendly sidewalks and historic streetscaping. Newly constructed, in-fill buildings that complement the existing urban design will replace surface parking lots. Greenspaces will soften the urban setting and link the commercial areas with the residential neighborhoods.
The goal of the plan is to make Mass Ave a dynamic and active place for interaction and discovery that is immediately distinguishable from other areas because of its diverse mix of uses and its celebration of the arts.
RADC and IDI formed committees to assist in implementing the 13-point work plan. These committees include business and property owners, neighborhood residents, artists, and merchants and have been meeting since October 2001. The committees are:
- Coordinating Committee
- Streetscape and Arts Programming
Committees meet regularly to discuss and complete tasks. Committee leaders report back to the Coordinating Committee at monthly one-hour meetings.
