Loading Zone System

Downtown has grown dramatically over the last few years. As a result, there is more demand for loading zones and more related traffic problems. Based on recommendations of the Loading Zone Task Force, the City County Council approved an ordinance. The ordinance adds twice as many loading zones and enforces $25 fines.

Recommended Loading/Delivery Options:

  • Long term loading can be done in alleys and off-street at loading docks provided by businesses.
  • A vehicle may load and unload material for 20 minutes between 7 a.m. and 6 p.m., Monday through Friday in any City provided loading zone.
  • Hotel and Theater Zones provide 20-minute loading and unloading privileges 24 hours-a- day, seven-days-a-week to accommodate vendors, guests, valet services, special performances and events.
  • Loading and unloading can be done at parking meters as long as the appropriate change is inserted. To ensure turnover, meters provide 15 minute, 1-hour or 2-hour time increments. A vehicle should not park at a meter longer than the designated time - regardless of additional coins deposited into the meter - a practice known as "feeding the meter."

  • For loading needs outside the designated loading zone areas, a request for one-day curbside access can be requested through a Right of Way application provided by the City of Indianapolis Permit Division at the City-County building, 200 E. Washington St., Suite 2142. Phone: 327.8583.
